scale represents the degree to which the response
reflects the specified performance characteristics.
Score point descriptions summarize characteristics
of typical responses at each score point on the scoring
scale. Individual responses, however, may demonstrate
characteristics of more than one score point and/or
may include attributes not specifically mentioned
in the scoring scale.
